Dialing a foreign phone number

I was trying to call Kyle last night in London and was confused by the long string of numbers, dashes, and plus signs in the phone number. I did a search of which numbers to include in my dialing and came up with this link. It is really helpful in both how to dial and how to properly write out a phone number. This might seem trivial until you are stuck trying to figure out what combination of 10, 12, or 15 numbers you dial.
